The business

SCV fleets in the large cities deliver for e-commerce, quick-commerce, dairies and distributors. Most trips are inside the city, where there are few toll plazas. A pickup can run 10 hours a day and cross no toll at all.

Reading the signals

• FASTag crossings say little about an intra-city pickup. GPS running hours say much more.
• When FASTag trips fall but GPS hours hold or rise, the vehicle has changed route, not stopped. The EWS applies M1 (minus 15 points) for this pattern. KB-027 has a worked example.
• E-way bills are a weak signal for SCVs: many intra-city loads fall below the threshold.

Concentration

A fleet working for one platform carries that platform's risk. Ask for the contract and its term at sanction. When a platform changes its delivery model, every fleet on it is affected at once; watch the news feed for route consolidations and contract changes.
